What are VA priority 4 benefits?

Veterans Priority 4 benefits are pension plus A & A; housebound ; and catastrophically disabled. Benefits include free medications (if not reimbursed by the NSC pension), durable medical equipment, incontinence supplies, diabetic testing supplies, oxygen, eye glasses, hearing aids and batteries, and VA hospital/doctor services. However, dental is not included. A veteran called, stating person X helped the veteran with his pension application. However, it is all messed (changed language) up. We need to "fix" the application. Person X is not accredited. Does a veteran have to die before the divorced spouse can collect A&A?

 A divorced spouse of a veteran is not eligible for veterans benefits.  The spouse must be living with and married to the veteran at all times, unless a separation is military, medical, or fault of the veteran (i.e. abuse or abandonment). The VA stopped Veterans Benefits because the VA sent the EVR’s to the facility, rather than his agent.

Veteran resides in Alzheimer's section of ALF.  The VA stopped his Veterans Benefits because  the VA sent the EVR's to the facility, rather than his agent (son). The VA claims Veteran over paid and are requesting overpayment. If  within the 180 day window request forgiveness of debt; however, this is not a debt per se.  Explain about the EVR. VA can forgive claimant’s debt if no intentional fraud.  Attach corrected EVR, along with 21-8416 medical expense reports. File VA form 5655 explains current situation.
